After the daughter of veteran 911 call centre operator Pamela, along with her estranged husband Jeremy, a Senior officer, is kidnapped and held hostage, they are left distressed, without a choice except to stick to the kidnapper's rules: send messages through dispatch for most police and fire units to permeate distant locations throughout the city where they are filled with madness.
