Sometime in the future, there was too much concern about the environment. There were a lot of deaths. The rich were able to build the underworld, while the poor had to stay on the surface and form gangs to stay alive. Jason Storm, a guard in the underworld, finds out about a plot to kill everyone on the surface. He has to get to the surface, and to stop the dirty plot, he recruits Sumai, a respected martial arts master, as his partner.
