The show is set in a dystopian future in which Britain is under the grasp of their Home Office's Department of Public Control (PCD), a tyrannically oppressive bureaucracy riding roughshod over the populace's civil liberties. Edward Woodward plays Jim Kyle, a journalist on the past paper called The Star, that turns renegade and starts to fight with the PCD covertly. The PCD's officials try to provide proof Kyle's subversive activities.
