Based on the TV series the movie adheres to DI Regan as well as DS Carter as they came to be embroiled in a fatal political rumor. One of the leading participants of the federal government, Charles Baker (Ian Bannen) is about to secure a substantial handle OPEC stabilising the world oil market and improving Britain's placement within it. Baker is the climbing celebrity of federal government, concerned a future prime minister, who is carefully controlled by his urbane, manipulative American press assistant Elliot McQueen (Barry Foster). When Regan explores the mystical death of a prostitute as a favour to among his informants, he realises that Baker as well as McQueen might be included. A spate of killings follow - which sees Regan handle both the criminals and the power structure of the Metropolitan Police and also British protection services.
